Voicemail seems to be rejecting calls

Description
In the course of checking why I did not receive an expected message, I called my own number (not a frequent event!) and discovered that voicemail diversion is failing. The incoming call is faced with a fresh dial tone of their own carrier. Calling 1233 to listen to voicemail is also treated the same way.
