Some special numbers may not be routable from abroad. It depends on the country / range and the our outbound carriers.
I am in the UK calling UK numbers. That is a big omission if I can't do that.
I understand what you are saying. The problem is caused by the fact that calls to "free numbers" usually work within the country only. When using SIP2SIP, all calls are routed internationally. It could be that those numbers are not accessible from abroad from networks outside UK or our carriers have no way to route those calls. SIP2SIP is not a replacement for a national line.
I am afraid we have no way to work around these limitations.
